Just a little ways north of Dragonmaw Pass, on the road to Griffinborough, there is a Horse Trader. Standing just opposite the Horse Trader is Martin Upstart. He will explain to you that he has struck gold. He needs to get a message to his brother, Stephen, but is afraid to leave the gold. He wants you to deliver a letter for him.
You came at the right time. I discovered a vein of gold in this field, now i want to apply for the mining rights. If I leave to go apply, someone could come and steal the gold right out from under my nose. I want you to take this letter to my brother who lives in the city. He'll arrange all that's necessary!
Stephen Upstart is in Griffinborough, so simply follow the road east. Once in Griffinborough, you will find Stephen Upstart one block north of the gate, near the Runemaster. He tells you that he will immediately file for the mining rights. At this point it appears the quest is complete as there are no pointers nor log entry telling you how to proceed. The quest however will show up as not completed in logbook. To complete the quest, return to Martin Upstart (he'll have a question mark over his head) and talk to him.
My brother found gold? That's good news indeed! Thank you, I'll apply for the mining rights at once. Here take this as a reward for your efforts!
