Quick Walkthrough
Talk to the farmer, accept the message from him and deliver it to Arogarn in the tavern across from the Smith in Bellevue.
Detailed Walkthrough
In the glade beyond the south bridge out of Bellevue (near where the Wood Elf starts in SP), talk to the Agitated farmer:
Accept his message and head north into town. Across from the Smith, you will see the Dancing Seraphim Inn. Inside is Arogarn. Talk to him:
The quest is now complete.
