Talk to Lord Gemma to learn of the wolf raid on his pantry.

Head out of the manor grounds and follow the road Southeast across the river.
At the bridge you will see three bandits, the middle of which has a question mark (?) over his head. If you talk to him he will demand an unspecified payment of gold and threaten to attack if you don’t pay.

If you accept this ‘quest’ you will pay him 500 gold and the three bandits will thereafter remain neutral. If you decline this ‘quest’, or if you run past without talking to him, the three bandits will become hostile and attack.
Continue down the road until you reach a merchant’s stall (there is no merchant there). The wolf pack is just Northeast of here (see map).

Kill the quest marked wolves (1 alpha wolf and 4 normal wolves), then return to Lord Gemma for your reward.
