Talk to Inquisitor Monwarion to learn there may be trouble at the Inquisition Prison.

Head out of the dungeon to the Temple. Head West across the Temple grounds and through the gap in the Northwest fence, then Northeast to the entrance to the Inquisitor’s dungeon.

Head inside and talk to the Guard Commander to complete the quest.
