Head West from the spy until you reach a lake.  Head Northwest along its shore until you reach the ruins where the Inquisition guards are.  Kill the four guards and return to the spy for your reward and the next part of this chain.

Head back down the hill where the spy is camped and strike out West until you reach a lake.  Head Northwest along the lake’s edge until you reach the ruins where the Inquisition guards have set up camp.  Kill the two guards and the Officer that are near the East side of the ruins, then head West through the ruins to find the last guard you need to kill.  Head back to the spy for your reward and the next part of this chain.
