Talk to Priestess Lerana to learn that she suspects Lord Alcander is too 'good' to be true, she wants you to find out what secret he's hiding.

Lord Alcander is our worst critic, and his words carry a lot of weight with his peers. He pretends to be a virtuous man but we think that he is using this facade to hide something. Why else would he keep refusing our modest requests?
Go and offer him your services. Find out what this lord is up to, and tell us about it. You will receive a handsome reward for your services.
Cross east over the river from the quest giver to near the personal chest. Lord Alcander is standing outside the first house on your left (east) as you travel south from the personal chest.
Talk to him to complete this part of the chain.
