This item is one of the rewards for completing the Manners maketh Kobold quest, which starts in the town of Wargfels in Artamark. There is a version specific to each character, but aside from the comedic value, the hat is basically trash (perhaps it was the Village Fool's final prank), being a junk-tier item with no modifiers other than meagre physical armor values.

Notes
- The Dragon Mage will not receive his Fool's Hat unless the Community Patch is installed.
