Speak to Shareefa, travel to the Oasis, travel south to the orc city, enter and gain the item.
Detailed Walkthrough
Speak to Valors court wizard Shareefa. She opens a portal to the Oasis of Ahil-Tar and give you the order to speak with or loot the orc shamans in the orcish city of Khorad-Nur. After arriving in the oasis, travel south, speak with the gate guardian and a) fight the Undead (incl. the undead dragon) a bit to the south, enter the city, speak with the shaman or b) fight the guardian (not recommended), enter the city, kill the shaman
Either way you receive an item which you have to bring to Prince Valor.
