Talk to High Priest Gemondan to learn that Nomengalus is an agent of the aristocracy.

Head North under the bridge, then follow the path that branches East up a hill. Continue following the path over the bridge you just went under, and West to the covered bridge and the Celestial Dome.

Talk to Nomengalus to get your reward and end the chain.
