Talk to Judriel to receive the letter for Romdreal.

Head northeast through the Inquisition gardens to the entrance of the Temple.

Deliver the letter to Romdreal by talking to him to complete the quest.

You can now talk to him again to begin the next quest in the chain, Friars.
