Brutus Plutocratio wants you to track down and recover the slave shackles from the recently escaped slaves. He doesn't tell you how to do it and he seemed to imply that killing the slaves to get them wouldn't be a problem. When you find the slaves you decide to set them free. There is no reason to hurt or kill them and Brutus did say he only wanted the shackles.
