Follow the road leading South until you cross over a river. A short way Southwest from the bridge (on the road) is the corpse of Hekleniel’s assistant. Pick up the cogwheel nearby and return to where Hekleniel was waiting.
  My father is dead, four guys just showed up and killed him! They were wearing black robes. What now? My father was the only one who knew how to operate the diving bell. Well... that's it for teh dive then. The cogwheel is of no use to me anymore. Logbook Entry
