Detailed Walkthrough
In the northern Tyr Lysia, in the mountains where Torreya Brook's headwaters are, you can meet nobody but Kobolds and Brigands. So when you see a High Elf standing near the bridge, you decide to talk to him and to find out what is he doing in such a place.
So this elf calls himself Ghosthunter Retilynen. These 'Ghosthunters' seem to be quite a strange folk. Retilinen claims the evil ghosts to threaten this area, so you decide to help him to get rid of this threat. He needs to find some crazy alchemist who lives there (the one who've chosen to live there just can't be normal) and to acquire some mysterious potion called the 'Elixir of Souls' from him.
In your search for an alchemist, who is supposed to leave in this inhospitable place, you head north over the bridge and follow the track through Hidden Valley. There are a few Kobolds in the valley, but nothing too dangerous.

Looks like somebody really lives there - in the end of the valley you can find a hut. And you can already see its owner standing next to the front door.

Since there are no other elves around, this person must be Alchemist Quinius, whom Retilynen asked you to find.
After you talk to Alchemist Quinius, who agrees to give you the Elixir you want just in order to get rid of you, there is nothing left to do in this place (except for maybe searching through the barrels and boxes). That means that you can go back to Ghosthunter Retilynen and bring him the Elixir he wanted.
But looks like obtaining the Elixir didn't solve Retilynen's problems. You can now talk to Ghosthunter Retilynen again for the next part of this quest chain.
