Head east from Sloeford and follow the road to the temple

Once inside you'll need to talk to Inquisitor Tahlreth

After accepting the quest head west out of Sloeford. Once you cross the bridge you'll reach the Target Area for the quest

In the Temple where you talk to Inquisitor Tahlreth there are 6 total objects that give you loot.
