Detailed Walkthrough
While passing through Village Ruins, you encounter Grumpy Camp Cleaner, on the far side of town just past the Monolith. It is her job to keep the camp clean (which explains why she is grumpy) and someone has stolen her mop handle and bucket. Of course, she wants you to recover them.
You will find Zombie back on the other side of town, close to the bridge. He is using the bucket to collect rainwater and will only return it if you find him a suitable alternative, like a Construct helmet.
Head back east through town. Follow the road south out of town and collecting a Construct helmet should be no problem at all.
Return the helmet to Zombie, and he will gladly return the bucket. He does not have mop handle but rats out the Combo Master.
You will find the Combo Master standing right in front of the Monolith. He confesses that he took the mop handle as a back scratcher. He returns it unconditionally.
Return the mop handle and bucket to Grumpy Camp Cleaner. She is not exactly happy, but she gives you your reward and this quest is complete.
