You will find the Commander at the army camp in the southern section of the city. He seems to have a morale problem as some soldiers have deserted. And if he doesn't find them, he's afraid more will desert. His scout, Randell is hunting them down. Once you speak with Randell and find the deserters, Lothar will have more challenging tasks if you are willing.
